Hawaii imports approximately everything. Container freight arrives from Oakland, Long Beach and Tacoma, and very little manufactured product leaves, which produces the most extreme consumption-surplus pallet market in the country.

The practical consequence is that used pallets accumulate on the islands with no economic route off them. Local recycling and reuse capacity exists but the arithmetic is difficult, and disposal costs are high because everything is.

There is no version of this where shipping pallets from Ohio makes sense. What can help is programme design — reducing what arrives, increasing reuse cycles on-island, and specifying returnable systems where the shipping line supports them.
